The Quality and Accreditation Branch carries out tasks connected with: defence products quality assurance system, implemented in the MOD, the role of National Quality Assurance Authority, as well as the organization and conduct of research laboratories and certifying units accreditation audits.
The Quality and Accreditation Branch consists of two sections: the Quality Management Section and the Accreditation Section.
Crucial tasks of the Quality and Accreditation Branch:
Dealing with the problems related to products conformity assessment for the purposes of state’s D&S is based on the ‘Act on the system of conformity assessment of products for the purposes of state’s D&S and Ordinances of the Minister of National Defence.
On the other hand, our area of responsibility related to quality assurance system is restricted NATO STANAGs, Allied Quality Assurance Publications and decisions of the Minister of National Defence.

The aim of the Quality Assurance System is to enhance the assurance that the product, which has been ordered for the Polish Armed Forces, meets the requirements defined in the contract. The above-mentioned system participants, in their areas of responsibilities, provide actions based on risk analysis under the applicable legal acts.
Terms & definitions
National Quality Assurance Authority (NQAA)
Organization of NATO member nation responsible for quality supervision process, which performs GQA supervision process in accordance with STANAG 4107 provisions. The Military Centre for Standardization, Quality and Codification (The Military Centre) is National Quality Assurance Authority in Polish Ministry of National Defence (MOD).
Memorandum of Understanding (MoU)
Agreement of the nations signed at the ministerial level encompassing declaration and proceedings of mutual GQA supervision process realization.
Government Quality Assurance (GQA)
Government Quality Assurance is the process by which the National Quality Assurance Authority collects objective evidence and establish confidence for the Acquirer that the contractual requirements relating to quality are satisfied by the Contractor. GQA is the basic quality supervision process of defence products, performed by the nations, which have ratified and implemented STANAG 4107.
Government Quality Assurance Representative (GQAR)
Representative (military or civilian) employed by Supervision Body (RPW) / other Ministry of National Defence organization authorized by the Acquirer or the Military Centre to perform quality supervision process including GQA supervision process and military acceptance.

Supervision Body (RPW)
The Supervision Body (RPW) is the executive element of Polish Ministry of National Defence, which performs quality supervision process including GQA supervision process and military acceptance.
The activities encompassing assessment, monitoring, verification, validation of Contractor’s quality management system (QMS), processes and the product. Quality supervision includes GQA supervision process performed in relation to foreign contracts and military acceptance performed in relation to domestic contracts.

Up to now Poland has signed up the following MoU:
Conformity assessment of military equipment dedicated to state’s D&S is based on legal act. Conformity assessment verifies if certain military equipment conforms with the requirements of the technical specification.
The legal act is complemented by certain regulations released by the Ministry of National Defence regarding:
- requirements for conformity assessment bodies,
- rules of conformity assessment process,
- list of military equipment subject to conformity assessment,
- supervision over works concerning military equipment,
- rules of charging for testing and certification of military equipment,
- rules of D&S accreditation process,
- rules of supervision over accredited bodies.
Conformity assessment of military equipment dedicated to state’s D&S is performed in three modes:
- mode I – by supplier;
- mode II – by accredited research laboratory;
- mode III – by accredited certifying unit.
Despite the above-mentioned, supervision over works concerning military equipment is performed additionally by Regional Military Representative Offices (RPWs).
State’s D&S accreditation stands for recognition of assessment bodies by the Minister of National Defence as capable of conducting activities concerning conformity assessment of military equipment dedicated to state’s D&S.
D&S accreditation is granted by the Minister of National Defence.
WCNJiK conducts assessment of research laboratories and certifying units in accreditation process as well as supervision over accredited bodies on behalf of the Minister of National Defence.
